Canada Nurse License – Detailed Guide

Step-by-step process for Internationally Educated Nurses (IENs) to get licensed in Canada. To obtain a nursing license in Canada, internationally educated nurses must first apply through the National Nursing Assessment Service (NNAS) for credential verification. After the NNAS report is completed, the nurse applies to the provincial or territorial nursing regulatory body where they wish to work. Language proficiency, usually through IELTS or CELBAN, must be met as per requirements. The regulator may require additional assessments, bridging programs, or competency exams. Once all requirements are fulfilled, the nurse becomes eligible for registration and licensure in Canada.

Step 1: Apply to the National Nursing Assessment Service (NNAS)

What it is: First gateway for all IENs.

What you submit: Nursing transcripts, licensure verification, employment references, ID proof, and language test results.

Outcome: NNAS issues an Advisory Report for your province.

Timeline: ~3–6 months

Step 2: Apply to a Provincial/Territorial Regulatory Body

Examples: CNO (Ontario), BCCNM (BC), CRNA (Alberta), OIIQ/OIIAQ (Quebec).

They review: NNAS report, education comparability, practice experience, and language proficiency.

Outcomes: Eligible for exam · Competency assessment (OSCE/IENCAP) · Bridging/refresher program

Timeline: 2–6 months

Step 3: Language & Competency Assessments

Language tests: IELTS Academic, CELBAN, TEF (Quebec), OET.

Competency exams: IENCAP (Ontario), OSCE (various provinces).

Purpose: Verify Canadian-level skills.

Timeline: 1–3 months

Step 4: Bridging or Refresher Programs

What it is: University/college programs to fill knowledge gaps (theory + clinical).

Duration: 4–12 months.

Examples: York (ON), Ryerson (ON), Mount Royal (AB), Kwantlen (BC).

Outcome: Eligible for exam after completion.

Step 5: Licensing Exam

RN: NCLEX-RN · LPN/RPN: CPNRE (phasing out) or REx-PN · NP: CNPE.

Timeline: 1–3 months

Step 6: Licensure & Practice Permit

Receive your license & practice permit (renewable yearly). Eligible for permanent/temporary healthcare roles.

Renewal: Continuing education, proof of hours, annual fees.

Timeline: Few weeks
