The CEC is designed for skilled workers with Canadian work experience who want to transition to permanent residency. It’s one of the fastest pathways, popular with international graduates and temporary foreign workers.

Eligibility Requirements

Work Experience
  • At least 1 year of skilled Canadian work experience in the last 3 years.
  • Full-time (30 hrs/week) or equivalent part-time.
  • NOC TEER 0, 1, 2, or 3.
Language Proficiency
  • TEER 0–1: CLB 7 (EN/FR)
  • TEER 2–3: CLB 5 (EN/FR)
Education

No minimum requirement, but higher education boosts CRS in Express Entry.

Step-by-Step Application Process

1 Check eligibility (CEC) & take language test (IELTS/CELPIP/TEF).
2 Create Express Entry profile → receive CRS score.
3 Receive ITA if score meets draw cutoff; submit PR within 60 days.
4 Medicals & PCC → PR processing (~6 months) → Land as PR.

No job offer is required. Eligibility is based on your Canadian skilled work experience and language proficiency. A valid job offer may add CRS points but is not mandatory.

Language requirements depend on your TEER category. TEER 0–1 requires CLB 7, while TEER 2–3 requires CLB 5 in English or French. Accepted tests include IELTS, CELPIP, and TEF.
